Sounds good to me.. go ahead. (Myrla applies her paw-print of approval)

Well, by utilizing the various Environment Rooms, you can group such
modes. Currently, we have an Outdoor Room, an Indoor Room, and a Null
Room. (Whatever that is) I dont remember if we have a Space Env Room or
not, but we could add one if we dont. The only limitation with this
idea would be not everyone is going to know to, or know how to, link
thier particular project with the appropriate Environment Room.

As far as creating the taxi service, it's easy to do. It's nothing more
than a room with multiple exits. Link it to Room #0, and you can call it
from anywhere. On FM, they even employ random exit messages to show a
variety of taxi drivers.

Furtoonia uses a location specific taxi service, they call KhazKab (or
something). You have to go to one of many taxi stops located around
Furtoonia and call the Kab.

Thats the biggest problem. We've already noted not everyone pays
attention to @bulletins or the Message Of The Day (motd), or actually
reads the posts on the bulletin board. .. So, how do we spread the word?

I took a look at the Map you made. It's beautiful! There are a few
(minor) errors/omissions as far as structures are concerned, but
overall, you did a great job.
